Director of Student Activities
Jean Phelps, Ph.D.
Dr. Jean Phelps holds a B.S. in Information Systems Management from York College, an M.A. in Urban Studies from Queens College, and a Ph.D. in Sociology from the CUNY Graduate Center, with additional study at the University of Paris. She has been recognized in Who’s Who Among Students (1986) and Who’s Who Among Teachers (2005) in American Universities and Colleges. At York College’s Community Learning Center, she taught and counseled adult learners in basic education, focusing on parenting, literacy, writing, and math. Deeply committed to educational access, Dr. Phelps advocates for lifelong learning and believes in the transformative power of mentoring, guided by the principle that "each one must teach one" to uplift communities and expand opportunity.
Assistant Director of Student Activities
Sheila Beverly-Skinner, MPA
Sheila Beverly-Skinner, a lifelong Queens resident and proud product of public school education, earned a bachelor's in business management and a master's in public administration with honors from Long Island University, Brooklyn Campus, as well as a Paralegal Studies certificate from Queens College (CUNY). She serves as Assistant Director of Student Activities at York College (CUNY), where she is known for her active engagement with students. A dedicated member of Delta Sigma Theta Sorority, Inc., she has held leadership roles including Chair of the NY Metropolitan Coordinating Council and Eastern Region Rehabilitation Committee Co-Chair, and received the 2017 NYC NPHC Sorority President of the Year award. She has also been honored by the Bedford Stuyvesant Lions Club and Omega Psi Phi Fraternity, Inc., served as an Auxiliary Police Officer, and is active in Queens Community Board 13, the Queens Civic Engagement Committee, NAACP, and NCNW.


Administrative Coordinator
Mr. Joery Francois
Mr. Francois joined the Office of Student Activities as the Interim Administrative Coordinator in July 2022. He holds a B.A. in Social Sciences and Public Policy from Florida State University. With 12 years of experience in student development, he facilitated programs in Brooklyn and Queens, supported award-winning Greek organizations, and is an award-winning Essayist and two-time Finalist/Presenter at the National Conference for Undergraduate Research. He supports program initiatives and community service opportunities. He previously served as the Site Manager for Jumpstart and Director of Programs at the Urban League.
Interim Administrative Coordinator
Dr. Rachael Walton, Ed.D.
Dr. Walton, a York alumnus with over 20 years of educational leadership, professional development, diversity, and inclusion expertise, joined the Office of Student Activities in the Division of Enrollment Management and Student Affairs. She holds a Bachelor of Arts. in Speech Communications, a Master’s degree in Education Policy and Leadership from American University, and is pursuing a Doctoral degree in Educational Management and Leadership from Drexel University. Dr. Walton is eager to support the office with senior activities and engaging events for the student body on campus.
