The Caribbean has the dubious distinction of having the world’s highest per capita murder rate. The high crime rate and deficiencies in the criminal justice architecture of many countries have had a domino effect on prisons they are over-crowded and under-resourced in several respects. This presentation will provide a portrait of crime in the Caribbean, examine the nexus between crime and incarceration as a response to the crime, and posit the necessity for penal reform.
